LU PPDC’s Dissertation is DMMMSU’s Best for 2009

Proving that the Provincial Government of La Union is home to competent and academically-inclined officials and employees, Provincial Planning and Development Coordinator Mauro A. Libatique, Jr. graduated last March 18 at the Don Mariano Marcos Memorial State University with the degree of Doctor Of Philosophy in Development Administration with the Best Dissertation Award during the Recognition Rites held last March 16.
 
Titled “Interfacing and Completion in the Development Planning Process in La Union: Basis for Policy Framework,” the study aims to evolve a policy framework for an effective linkage among the different phases of the development planning process.  It focuses on specific concerns which include the interfacing and complementation of the municipalities’ resources with higher LGUs, national line agencies, non-government organizations and the communities.  Moreover, Dr. Libatique expanded his study to determine the localization of rationally-initiated programs and projects.
 
A seasoned employee of the Provincial Government, Dr. Libatigue rose from the ranks, starting as an ordinary staff of his department during the early 1990s until he reached his present position by virtue of hard-work and patience.
