Since Department Order 74 series of 2009 was issued, the inclusion of local languages has become a national policy in basic education, giving birth to Mother Tongue-Based Multilingual Education (MTB-MLE). Specifically, the primary mother tongue like a native, first, local, home, or vernacular language of a locality shall be used as the main medium of instruction in public elementary school, gradually transitioning to English.
