Pammadayaw 2009Administrator Mary Holly Anne E. Rimando, PITO-LUPaying tribute to the noble sons, daughters and organizations of La Union that have made significant contributions to the betterment of the province, the Provincial Government held the annual Pammadayaw 2009 on March 2, 2009 in recognition to the immeasurable good deeds of the awardees. The Saranay Award is the highest award given to qualified residents of La Union pursuant to SP Resolution No. 896-1968 and conferred under SP Resolution No. 005, series of 2009 were given to Rev. Fr. German P. Cabillo SVD, an outstanding religious leader and fearless advocate of people’s rights and dignity. The La Union Service Award is the second highest award given to qualified residents of La Union pursuant to SP Resolution No. 896-1968 and conferred under SP Resolution No. 005, Series of 2009 was handed to Atty. Romeo D. Ballesil, Former Presiding Judge, Municipal Circuit Trial Court, Pugo-Tubao, La Union, former Regional Director of the Commission on Civil Service – Regional Office I and former RTC Judge; Atty. Miguel T. Gualberto (Posthumous Award), former President, Integrated Bar of the Philippines-La Union Chapter; Dr. Jeisela C. Balderas–Gaerlan, M.D., 2008 Outstanding Physician in Community Service of the Philippines Awardee; Ms. Lilian Maria Elena M. Difuntorum, Chief of the Business Development Division of the Department of Trade and Industry – La Union Provincial Office; Mr. Jeremiah D. Rulloda, one of the Ten Outstanding Boy Scouts of the Philippines for 2008; Dr. Godofredo G. Garcia, Chief of Hospital of the Naguilian District Hospital; Hon. Samuel R. Martires, Associate Justice, Sandiganbayan; Rev. Father Gerry D. Cabillo (Posthumous Award); and Ms. Trigidia R. Colisao, LGOO VIII and Provincial Director of the Department of Interior and Local Government – La Union Provincial Office. The Diego Silang Award, on the other hand, is the highest award given to qualified non-residents of La Union pursuant to SP Res. No. 221-1993 and conferred under SP Resolution No. 005, Series of 2009. this year’s awardee is Atty. Cipriano G. Santiago, Regional Executive Director of the Department of Agriculture, Regional Field Unit I. The Abel Award is given to qualified Non-Government Organizations (NGOs), Government Organizations (GOs), Local Government Units (LGUs), Peoples Organizations (Pos), based outside the Province of La Union pursuant to SP Resolution No. 139-1998 and conferred under SP Resolution No. 005, series of 2009. this year’s recipients are the Rotary Club of South Platte, Kansas City, headed by Mr. Tony Luebbert; Philippine Medical Society of Greater Kansas City, under the leadership of Dr. Frank Judilla, M.D.; the Philippine Nurses Association of Greater Kansas City, headed by Leila Z. Busch, RN; and the Center for Advanced Philippine Studies, Inc, under the leadership of Mr. Danilo G. Lapid. The Basi Award is given to qualified Non-Government Organizations (NGOs), Government Organizations (GOs), Local Government Units (LGUs), Peoples Organizations (Pos), based within the Province of La Union pursuant to SP Resolution No. 139-1998 and conferred under SP Resolution No. 005, series of 2009. Commended were the Rotary Club of Metro San Fernando, La Union headed by Ms. Myrna R. Morales and the Local Government Unit of Bauang, La Union for their National Voluntary Blood Service Program headed by Honorable Mayor Robert P. De Guzman, Vice-Mayor Bonifacio G.. Malinao and the members of the Sangguniang Bayan. The Governor’s Award was given to Ms. Caridad J. Vinluan, Secretary to the Sangguniang Panlalawigan; Mr. Mauro A. Libatique, Jr., Provincial Planning and Development Officer; Ms. Catherine E. Franco, Provincial Budget Officer; Mr. Francis Remeguis E. Estigoy, Provincial Treasurer; Dr. Nida N. Gapuz, Provincial Veterinarian; Ms. Francisca Pungtilan, Provincial Accountant; Atty. Mauro C. Cabading, Jr., Provincial Assessor; Mr. Ranilo P. Ipac, Provincial Social Welfare and Development Officer; Dr. Fernando A. Astom, MD, FPCS, FPSGS, FICS, Chief Executive Officer of the La Union Medical Center; Dr. Manuel N. Pocsidio, Chief of Hospital of the Bacnotan District Hospital; Dr. Gretchen F. Aromin, Chief of Hospital of Caba Medicare and Community Hospital; Dr. Hazel A. Balbido, OIC-Chief of Hospital of the Northern La Union Maternity and Children’s Hospital; Dr. Marida R. Poligrates, OIC-Chief of Hospital of the Rosario District Hospital; Mr. Avelino A. Lomboy, Provincial Agriculturist; Engr. Elizabeth Sias, Provincial Engineer; Ms. Cecilia G. Ancheta, Former Provincial Auditor; PSINSP Janette A. De Vera, Women and Children Protection Center Officer, PNP, LUPPO; PCI Garry Boy L. Tagufa, Chief of Police, Bacnotan Police Station; PCI Robert O. Cirilo, OIC-Provincial Medical Team; PSUPT Raymund D. Calano, OIC-Provincial Dental Team, PNP, LUPPO; Dir. Roberto S.
