Office of the Provincial Health Officer

MISSION:
To promote optimum health care to the people of La Union through effective and efficient implementation of comprehensive, promotive, preventive, curative, rehabilitation program by hospital and public health services.
VISION:
Health empowerment in the hands of the people through an Integrated Quality Health Care Delivery System.
FUNCTIONS:
- To direct the planning, coordination and implementation as well as evaluation of the comprehensive public health program covering maternal and child health including immunization, nutrition, family planning, dental care services, tuberculosis control, leprosy control, malaria and communicable disease control including environmental sanitation utilizing the primary health care approach;
- Take charge of the office on health services, supervise the personnel and staff of said office, and formulate program implementation guidelines and rules and regulations for the operation of said office for the approval of the governor in order to assist him in the efficient, effective and economical implementation of health services program geared to implementation of health-related projects and activities;
- Formulate measures for the consideration of the sanggunian and provide technical assistance and support to the governor in carrying out activities to ensure the delivery of basic services and provision of adequate facilities related to health services provided under Section 17 of the Local Government Code;
- Develop plans and strategies and upon approval thereof by the governor, implement the same, particularly those which have to do with health programs and projects which the governor is empowered to implement and which the sanggunian in empowered to provide for under the Local Government Code;
- Formulate and implement policies, plans, programs and projects to promote the health of the people of the province;
- Be in the frontline of health services delivery, particularly during and in the aftermath of man-made and natural disasters and calamities; and
- Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
