
Vice-Governor Eulogio Clarence Martin P. De Guzman III is a member of the fourth generation of a family of politicians. His great grandfather, Don Tomas De Guzman was Governor of La Union in 1922-23 and 1928-31. Don Eulogio Fenix De Guzman served two-terms as Governor of La Union in 1960-67 and was also a judge and a legislator. Two of his uncles also distinguished themselves in public service --- Romeo M. De Guzman, Mayor of Bauang for almost 20 years, and Atty. Antonio M. De Guzman, a member of the 1970 Constitutional Convention and Secretary-General of the National Legislature under the Interim Batasan Pambansa during the Marcos regime and Administrator of the National Tobacco Administration during short-lived Estrada administration. His father Eulogio “Clarence” De Guzman, Jr. served also as Mayor of Bauang in 1988 to 1998.
He finished his grade school at Christ the King College (1973-1979) and secondary education at Saint Louis College (1979-1983). He graduated Bachelor of Science in Commerce, Major in Accounting at San Beda College, Manila in 1987 and successfully passed the CPA Board Exams the same year. Before he joined the world of politics, which he never thought of during that time, he worked as an Accountant at Eveready Philippines, Inc., then as Private Secretary to the Mayor in the town of Bauang, La Union, as instructor at the Don Mariano Marcos Memorial State University and as a Sales Executive at May Corporation in Thousand Oaks, California, U.S.A. In 1992, he was elected as a Senior Board Member of the 2nd District and re-elected in 1995. After his father, then Mayor Eulogio Clarence M. De Guzman, Jr., finished his 3rd term, he got elected as Municipal Mayor in 1998. During his stint as a 3-term mayor of his hometown, he transformed Bauang from a 3rd class town to a 1st class municipality and earned numerous awards and citations. Notable of which is the prestigious 10 Most Outstanding Municipal Mayors of the Philippines in the year 2002.
Born on November 2, 1966 in San Fernando City, La Union, he is presently residing at Barangay Urayong, Bauang, La Union. He is married to Dr. Menchie C. Lomboy and they are blessed with four children, namely: Clarence Ave Martin, born on May 31, 1997; Maria Victoria, born on August 18, 1998; Eulogio Clarence Martin IV, born on May 2, 2001; and Clarence Dominic Martin, born on August 8, 2003. Vice-Governor Martin is the sixth of seven children of the late Mayor Eulogio Clarence M. De Guzman, Jr. and the former Zita Estalilla Pulido, a native of Aringay, La Union. He is the younger brother of former Provincial Board Member of La Union who is now the incumbent mayor of Bauang, Hon. Robert P. De Guzman.
