Obviously, it could not be denied that he is physically handicapped, but his impairment did not pull him down. On the other hand, it has driven him to strive for excellence in his chosen field of endeavor. As a self made man, his achievements were not served on a silver platter but through the sweat of his brows. Board Member Rivera has established his name as a law practitioner. He also had his ups and downs in the political arena, his failures he blames to “money” or the lack of it.
A staunch believer that development should start at the grassroots, and that the youth deserves to be prioritized, he has extended assistance to several barangays in the form of athletic and office equipments and farm implements. He likewise has 26 student scholars for the year 2007 – 2008. Four of his former scholars are now professionals --- two are certified nurses and the other two are teachers.
He is now on his second term as member of the Provincial Board with 56 resolutions sponsored. Most notable of which are the resolution to realign the amount of one (1) million pesos from the Flue Curing Program to the Roads and Bridges Program and a resolution to grant additional/extra Cash Gift of Php. 10,000.00 each to all provincial employees chargeable against appropriation savings of the Provincial Government during FY 2007 with a total amount of Php.13,540,000.00. |
