A staunch advocate on health and the medical needs of his provincemates, Board Member Ortega was instrumental to the approval of the La Union Integrated Public Health and Hospital Services Development Plan CY 2004 – 2008.  He also sponsored the resolution calling for a stricter implementation of the ordinance regulating cigar/cigarette smoking in public places and conveyances and the resolution extending Phil-Health Insurance Coverage to all Barangay Officials of the Province of La Union.

His non-legislative activities include giving scholarship grants to deserving college students, distributing sports equipments for sports events of barangays and schools, extending financial assistance for sports events and infrastructure development of schools and barangays and distributing agricultural materials to deserving barangays.
