A dentist by profession turned politician and a new face in the Provincial Board is not a greenhorn in politics as he holds the track record of being an undefeated Vice-Mayor and later on as Mayor of Balaoan, La Union for three consecutive terms each. 

Barely after six months upon his assumption to office, Board Member Ostrea sponsored 13 resolutions most notable of which are Resolution No. 213-A-2007  requesting the realignment of the amount of Php. 3.5M and the use of the same for the item Peace and Order Initiative Fund of the Province of La Union for CY 2007 to Intelligence and Confidentiality Fund, and Resolution No. 235-2007 requesting service offices of the Provincial Government of La Union and its component city and municipalities and all commercial establishment to provide express service lanes for persons with disabilities and senior citizens as mandated by law.  He also co-authored the ordinance adopting Malunggay as the Official Vegetable of La Union.
