Although on his first term, Board Member Olarte has already sponsored five resolutions including resolution No. 175-2007 approving the re-alignment of 2 million pesos under the Virginia Tobacco Excise Tax (Republic Act 7171) for the Farmers’ Multi-Purpose Hall in the amount of 1 million pesos and Flue-Curing in the amount of 1 million pesos for the repair and maintenance of the Heavy Equipments Program.

He also co-sponsored the resolution issuing an Executive Order mandating the transporter, Sea Pine Shipping Corporation and Holcim, Bacnotan, La Union for the immediate retrieval of the stranded Indonesian barge from its present position at the off shore of Lingsat, San Fernando City, La Union.
