
A tribal leader, educator, municipal councilor and a full-blooded Kankanaey from the Cordillera, Board Member Madarang became a leader of the common people because of his involvement in the resolution of problems of indigenous people which became his springboard to a greater and wider social responsibility.
Although tagged as neophyte in the Sangguniang Panlalawigan, he already sponsored the following significant resolutions as Provincial Legislator:
A Resolution Providing an Express Lane to all Persons with Disabilities and Senior Citizens on all business establishment and government service offices,
An Ordinances Declaring First Week of August as “White Cane Safety Week” for Persons with Disabilities in the Province
An Ordinance Declaring Last Week of October as “Indigenous Peoples Week” in the province
He also co-sponsored three (3) resolutions namely; a resolution adopting Malunggay as an Official Vegetable of the Province of La Union; resolution Expressing full support for the Universal Declaration of the rights of the Indigenous Peoples by the United Nations at its General Assembly on September 17, 2007, at New York City, USA; and a resolution Allocating Php. P7,5 Billion for the Rehabilitation and Repair of the Irrigation System of the Province of La Union
He also initiated his first grassroots social service when he conducted his first major Medical, Surgical Dental and Outreach Program at Naguilian La Union, covering eight (8) Barangays namely; Bimmotobot, Casilagan, Tudingan, Gusing Sur/Norte, Mamat-ing Sur/Norte and San Antonio. |
