FRANCISCO "KIT" C. ORTEGA JR.
Anyone who has heard him talk would know the reason behind Board Member “Kit” Ortega’s meteoric rise from city councilor to the presidency of the Provincial and Regional Councilor Leagues. He is a man of few words but when he speaks everyone listens to what he says.
Barely six months as a member of the Provincial Board he has sponsored and co-sponsored 13 resolutions and ordinances. Most significant of which are:
- Resolution extending Phil-Health Insurance Coverage to all Barangay Officials of the Province of La Union
- Resolution calling for the a stricter implementation of the Ordinance Regulating Cigar/Cigarette Smoking in Public Places and Conveyances
- Resolution declaring September 14 of every year a special working public holiday in the Province of La Union in honor of the late Justo O. Orros, Jr., former Governor of the Province of La Union
- Resolution authorizing Governor Manuel C. Ortega to negotiate a Loan agreement to the Asian Development Bank, World Bank, and DOH which ever amount is more viable for the five (5) year province-wide investment plan (CY 2008-2013) La Union integrated Public Health and Hospital services development program.
- Resolution setting aside the amount of Five Thousand Pesos (P5,000.00) from the Sports Development Fund, as cash incentive to MS. MARILOU G. SIBAYAN who represented the province and the country and won three Bronze Medals in Gymnastics events during the 2007 Special Olympics Worlds Summer Games at Shanghai, People’s Republic of China on October 2-11, 2007.
- Resolution congratulating and commending MS. MARY GRACE MILGAR and MS. ANA JOY FERNANDEZ both from the Province of La Union, both won silver awards as second placers in 400 M Hurdle (Meter Relay) and Muay Thai (Fly, 51 kg.), respectively, and setting aside the amount of Fourteen Thousand Pesos (P14,000.00), from the Sports Development Fund, Seven Thousand Pesos each as their cash incentive.
- Requiring all applicants for industrial sand and gravel permit of more than five (5) hectares, exploration permit, mineral agreement and financial or technical assistance agreement within the territorial jurisdiction of the Province of La Union to obtain favorable endorsement from the Sangguniang Panlalawigan as one of the two (2) mandatory requirements for mining applications intended for both exploration and Development and/or utilization purposes.
- Resolution requiring all government agencies particularly the Department of Public Works and Highways to secure first an endorsement of the project from the Sangguniang Panlalawigan before they can issue a permit or sign an agreement with a private corporation developing, constructing or doing any kind of works within the Province of La Union, to ensure that they will comply with the requirements set forth by law or any rules and regulations governing the same.
