A believer in the adage that cooperatives will help people help themselves, Board Member Gualberto continues to support and maintain the growth of cooperatives in the province. He was an active participant in all cooperative development programs like the Coop Walk for a Cause, Coop Tiangge Sa City Bahay Kubo. He likewise shared his knowledge and expertise on cooperatives in his talks which he delivered as keynote speaker during the Sagip Luna-Livelihood Stone Pickers of Luna,  Trainors Training for Municipal Cooperative Development Officers’, and during the Regional Cooperative Month Celebration.

Likewise, he has sponsored or co-sponsored several ordinance and resolutions such as the resolution providing express service lane for persons with disabilities and senior citizens in all service offices of the provincial government and its component city and municipalities.
