As a prime mover of liberal democracy, Henry A. Bacurnay, Jr. is continuously espousing this ideology even in his functions as a local legislator. In the deliberation of the Sangguniang Panlalawigan, he is always guided by the question of fairness, justice for the less fortunate, respect for human rights, freedom and transparency and innovation in governance. The resolutions and ordinances that he introduced reflect strongly his trademark as a liberal party man. In serving his fellowmen, he derives inspiration from Ninoy Aquino’s quote: “Our role is to fight for the people, whether they will show gratitude or not, immediately, later or never, should not enter into our calculations…”

In his personal life, he deals with the common man in the spirit of openness and sincerity. As a family man, he trains his children on responsible citizenship, love of God and country and a great sense of responsibility.

Whenever he is engaged or involved in a controversial topic, the people can trust that he maintains his independence of judgment. He speaks out and pursues his points regardless of who is adversely affected.

“Bac” as he is popularly called, started young in politics as a councilor of Bauang from 1988 to 1995, then as a member of the provincial board from 1998 to 2004. He tried for a seat in the house of representative in the elections of 2004 but lost with just a small margin. Instead of losing his hope, this feat inspired him to continue with his chosen profession – politics.

He authored four Ordinances and passed 13 resolutions most significant of which are:

An ordinance adopting MALUNGGAY as the Official Vegetable of the Province of La Union.

An ordinance declaring it a Policy of the Provincial Government of La Union to Designate the Last Week of October Each year as “Indigenous Peoples Week ”in the Province.

An ordinance declaring September 14 of Every Year a Special Working Public Holiday in the Province of La Union in Honor of the Late Justo O. Orros, Jr., former Governor of the Province of La Union.

An ordinance requiring all first and second class gasoline stations Operating in the Province of La Union to endeavor to operate on a 24- Hours basis and to provide free facilities for tire and engine check up for motor vehicles and toilets for motorist and travelers.
